Welcome to the Downtown Revitalization Project page!

Overview

The Downtown Revitalization Project focuses on the nine-block area surrounding the historic Caldwell County Courthouse. Proposed upgrades include utility, drainage, street, hardscape, pedestrian access, and landscaping in the downtown area, along with traffic alternatives on North Main St., between SH-142/W. San Antonio St. and Walnut St.

Construction Phase


Project Update – Oct. 17: Contractors finished paving Market St., between Main and Commerce St., as well as W. the intersection of Commerce/Market. They installed 18 linear feet of irrigation sleeves in preparation for the arborist’s arrival. Permanent striping began on Prairie Lea Street and Church Street.  

Looking Ahead: Crews will start roadwork on San Antonio St between Church and U.S. 183. This road work is expected to take about three weeks to complete. This section of roadway on San Antonio St at Church St. will be closed beginning Monday, October 20. Drivers should plan ahead for detours.  Striping operations will continue on N. Church Street, Walnut, N. Main and N. Commerce next week.  

During this time, the concrete crew will return to complete the median on San Antonio St between Main and Commerce.  


Project Update – Oct. 3: DeNucci Constructors finished paving Main Street and W. Market St. this week. 

Looking Ahead: The contractor will open all roads for First Friday and Locktoberfest this weekend. Next week, crews will begin paving Market St., between Main St. And Commerce. Following the paving on Market, crews will move to W. San Antonio St. to finish the concrete median and pave the remaining eastbound laneElectrical work on the Square will continue to reestablish the street lighting, along with irrigation improvements in the planters.

Electrical work on the Square will continue, leading up to the Texas Monthly BBQ Fest, to reestablish street lighting. This work includes erecting the six (6) remaining lamp posts on the medians, running the remaining wires/conduits, and connecting the system to the panels on Commerce and on Market. The landscapers will continue the irrigation improvements in the planters, then place topsoil prior to the Texas Monthly event.


Project Update - September 23:

The road striping portion of this project has been postponed to the week of September 29. Road paving will still continue as planned.

Progress Update – September 19: Medians were poured along Commerce, Main, and Market Streets. Roadwork began on Main and Market Streets.

Looking Ahead: Roadwork will continue on Main and Market Streets. Crews will pour the remaining foundations for streetlights on Main, Market and Commerce Streets. Final striping will take place on Prairie Lea, Church, Walnut, N Main, and N Commerce next week. Intermittent closures can be expected during the process.


Progress Update – August 22: Crews replaced the sidewalk on the west side of the Square on Main St., from Market to San Antonio St. The road on S. Main, from Prairie Lea to Market, was reconstructed and paved, along with Church Street and Walnut Street. Eight pedestrian lights were installed at the four intersections around the courthouse.

Looking Ahead: Crews will complete the installation of a wastewater line located behind Market St. A contractor will pave N. Main, and N. Commerce Streets. Medians around the trees will continue to be installed surrounding the Square. Crews will begin paving on Commerce between San Antonio and Market (west side) followed by Main, and Market.


Progress Update – August 8: Crews completed the installation of a wastewater line located in the alleyway off Commerce St. between San Antonio and Market. Crews also demolished the curb and gutter on the east side of Commerce St. and completed the sidewalk on the east side of Commerce from San Antonio to Market. Road reconstruction work took place on S. Main St. from Prairie Lea to Market. Crews installed eight new pedestrian lights at the intersections around the courthouse. The new pedestrian lights will become operational once they are connected to the electric system. The new lighting aims to improve pedestrian visibility and safety at the intersections directly adjacent to the courthouse.  

Looking Ahead: Crews will complete the final 150’ of wastewater line installation in the alleyway behind Main/Market. The curb and sidewalk will be replaced on the west side of the square on Main St., in front of First Lockhart National Bank, from Market to San Antonio St. Crews began road reconstruction on S. Main from Prairie Lea to Market and will pave this section next week. Once they complete Main St., they will move their paving operations to S. Commerce St. from San Antonio to Market. An arborist arrived today to assess the condition of the trees in the medians, in anticipation of the upcoming street work.

Funded with 2015 Certificates of Obligation (60%) and General Fund Balance (40%).

Traffic Update - July 31: 

As part of the Downtown Revitalization Project, changes are coming to parking in the downtown area.

 

Starting Friday morning (August 1), drivers will no longer be able to park in the median of Commerce St., on the east side of the courthouse. This change is necessary to improve traffic flow and improve safety for drivers and pedestrians.

 

Crews are expected to begin the same work on the west and south sides of the courthouse in the coming weeks.

 

The trees along the medians will be preserved and remain in their current locations. The contractor is working with an arborist to protect the integrity and life of the trees.

 

We appreciate your patience and cooperation as we continue to enhance the overall downtown experience.



Progress Update – July 25:

Crews installed a wastewater line in the alleyway off Main St., between Market and San Antonio and finished the wastewater line in the alley of Commerce. They also installed one trench drain, broom finished the sidewalk on Market Street and added ADA pavers at Market and Main. Lastly, crews completed their 35th and final pedestrian bulb-out at the intersection of Market and Main.

Looking Ahead:

Crews will complete the installation of remaining wastewater line, located in the alleyway off Main St. between San Antonio and Market. Crews will begin installing the curb and sidewalk on E. Commerce St. The paving crew is expected to re-mobilize in the next 30 days.

 


Progress Update - July 11: Crews installed wastewater lines on Market St., as well as an alley behind Main St near Market St. They poured sidewalk on the southeast corner of Commerce and San Antonio and the northwest corner of Market and Main as well as the south side of the Courthouse.

Looking Ahead: Crews will complete the installation of a wastewater line in the alley way off Main St., between Market and San Antonio. They will continue working on installing the wastewater line off Commerce St., between Commerce and Market. Sidewalk will be poured on the southeast corner of San Antonio and Commerce, the southeast corner of Main and Market, and along E. Commerce St. 

Milestones: The sidewalks around the Courthouse are now complete. Once the bulb-out at the southeast corner of Main and Market is installed, all bulb-outs around the Downtown Square will be complete.A total of 35 bulb-outs were constructed during this project.

 


 

Progress Update -  June 27: Crews installed wastewater lines on Market St. near Main and in the alley of N. Main St. Sidewalk was poured on the southeast corner of Main and San Antonio and the northwest corner of Market and Main. Lastly, crews paved Commerce St., between Prairie Lea and Market St, as well as Market St., from Commerce St. to Colorado St.

Looking Ahead: Crews will continue the installation of waterlines in the areas mentioned above. They will pour sidewalk at the following locations:

·         Southeast corner of Commerce and San Antonio St.

·         Southeast corner of Main and Market St.

·         South side of the Courthouse

·         East side of Commerce St., between San Antonio and Market.

Crews are currently installing “ONE WAY” and “DO NOT ENTER” signs at various intersections around the Downtown Square. Drivers should always observe and obey traffic signs.

No road closures are expected during this phase of work.

 


Progress Update: Crews installed a storm drain line at the intersection of Main and Commerce St and a wastewater line on Market St. and within the alleys. Sidewalk was poured on the northeast, northwest, and southwest corners of Commerce and Market St., along with the west side of Commerce between Market and San Antonio St. Crews also paved Prairie Lea St, from Church to Colorado St.

 

Looking Ahead: Crews will continue the installation of wastewater lines on Market St. near Main and in the alley of N. Main St. They will pour sidewalk on the southeast corner of Commerce and San Antonio and the northwest corner of Market and Main as well as the south side of the courthouse following next week’s Courthouse Nights event. Lastly, crews will pave the road on Commerce St., between Prairie Lea and Market St, and on Main St., from Prairie Lea to Market St.

 


Progress Update: Crews installed storm drain lines at the intersections of S. Main and Market, and at S. Commerce and Market St. Wastewater lines were installed on Market St. Sidewalk was poured on the northeast and northwest corners of Commerce and Prairie Lea, as well as the southeast corner of Commerce and Market St.

 

Looking Ahead: Crews will finish installing a storm drain line at the intersection of Main and Commerce St. They will begin the process of installing a wastewater line on Market Street and within the alleys.

 

Crews will pour sidewalk on the northeast corner of Commerce and Market St., along with the east side of Commerce between Market and San Antonio St., and on the northeast corner of Main and Market St. Prairie Lea St. paving will continue in one-block sections from Church to Colorado, weather permitting.

 

As a result of this work, drivers and pedestrians should be aware of the following traffic changes:

  • Prairie Lea, from S. Church to S. Main St., will be closed until Tuesday, June 3.
  • Prairie Lea, from S. Main to S. Commerce St., will be closed from Tuesday, June 3 to Friday, June 6.
  • Prairie Lea, from S. Commerce to S. Colorado St., will be closed from Monday, June 9 to Wednesday, June 11.
 

 
Progress Update: Crews completed the installation of a water line on Main and Commerce and will finalize service connections over the next week. Storm drain line work continued on Commerce at Market St. Sidewalk and curbs were poured on S. Main and ADA pavers were placed at Main/Prairie Lea St.
Looking Ahead: Crews will finish installing storm drain lines and inlets at the intersections of S. Main and Market, as well as S. Commerce and Market St. They will begin installation of a wastewater line on Market Street and in the alley between San Antonio and Commerce St. Crews will pour sidewalk on the northeast and northwest corners of Commerce and Prairie Lea, as well as the southeast and southwest corners of Commerce and Market St. Lastly, the contractors have been in coordination with staff to prepare for upcoming events and parade routes in the project area.
As a result of this work, drivers and pedestrians should be aware of the following traffic changes:
  • The intersection of Main and Market St. will be closed beginning Tuesday, May 20 until Friday, May 23.
  • The intersection of Commerce and Market St. will be closed beginning Monday, May 19 until Friday, May 23.
  • Commerce St., between Market and Prairie Lea St., has reopened to traffic as a southbound one-way street.
  • Parking and the sidewalk at the south side of the County Courthouse will be inaccessible until the end of Friday, May 16.
  • Parking on Commerce St., between Market and San Antonio St., will be inaccessible until Thursday, May 19.

 

Progress Update – Crews installed a water line on Commerce as well as Main St., from Prairie Lea St. to San Antonio St. A storm drain line was installed on S. Commerce and Main St.  Sidewalk was poured on the northwest side of the Courthouse. Full depth mill and overlay paving was completed on S. Church St between Market and Prairie Lea St.

Looking Ahead – Crews will complete the installation of a storm drain lines at the intersections of S. Main and Market, as well as S. Commerce and Market St. Crews will also complete the installation of a water line on Main and Commerce.  Lastly, crews will pour sidewalk on the northeast and northwest corners of Main and Prairie Lea, as well as the northeast corner of Commerce and Prairie Lea, and the southeast corner of Commerce and Market St. Construction of the bulb-outs on Prairie Lea at Main St. will result in modifications to the traffic patterns on S. Main St. as it becomes a one-way road.

As a result of this work, drivers and pedestrians should be aware of the following road closures:

·        Commerce St, from Market to Prairie Lea will be closed until Friday, May 9.

·        The intersection of Commerce and Market St. will be closed from Monday, May 12 to Friday, May 16.

·        The intersection of Main and Market St. will be closed from Monday, May 12 to Friday, May 16. S. Main will still be open to traffic.

·        Parking on Commerce, between Market and San Antonio St. will be unavailable from Monday, May 5 to Friday, May 9.

·        Parking on Main St, between Market and San Antonio St., will be unavailable from Monday, May 5 to Friday, May 9.

 

Progress Update – Storm drain lines were installed along Commerce, Market, and Main Streets. Sidewalk was poured on the north, east and west sides of the Courthouse. Bulb-out work continues around the north side of courthouse. The westbound lane of San Antonio Street from Main St. to Commerce St. was paved.

Looking Ahead -- Crews will complete the installation of a storm drain line on S. Main St , as well as S. Commerce St. Bulb-outs will be installed on the northwest corner of the courthouse and concrete work will begin on the east corner of Main/Prairie Lea St. and the northeast corner of Commerce/Prairie Lea St.  Full depth mill and overlay paving will begin on S. Church St. between Prairie Lea St. and Market St.

As a result of this work, the following streets will be closed:

·        Commerce, from Market to Prairie Lea, will be closed until Monday, April 28.

·        Main, from Market to Prairie Lea, will be closed until Friday, April 25.

·        The south side of Church St., between Market and Prairie Lea, will be closed until Thursday, April 24.

·        Sidewalk and parking will be inaccessible on the southeast corner of Main and Prairie Lea.

·        Sidewalk and parking will be inaccessible on the northeast corner of San Antonio and Main St.

 

Progress Update – April 4: Water and wastewater lines were installed along Prairie Lea, Church St., and San Antonio St. Sidewalks were poured on the west side of the Courthouse. Concrete was poured on San Antonio St, between 183 and Commerce St. Paving is scheduled to begin on Tuesday, April 8.

Looking ahead: Crews will install storm drain lines along Commerce and Market Streets. Sidewalks will be poured on the north and south sides of the Courthouse, as well as the northeast corner and east side of Church and Prairie Lea. San Antonio St. will be paved from Main to Church St, as well as on Church St. between Prairie Lea and Market, weather permitting. 

Westbound San Antonio St, from 183 to Main St, will be closed until Tuesday, April 8. Eastbound traffic will be open. Westbound San Antonio St. will then close on Wednesday, April 9, from Main to Church St.

Half of the intersection of Commerce and Prairie Lea will be closed starting Monday, April 7 until Friday, April 11.

Commerce St. from Market to Prairie Lea will be closed from Monday, April 7 to Monday, April 21.

Main St. from Market to Prairie Lea will be closed from Monday, April 7 to Thursday, April 17.

The eastside of Church St. will be closed from until Thursday, April 10.

Street parking and the sidewalk on the corner of W. Prairie Lea and S. Church will be unavailable until Thursday, April 10.

Street parking and the sidewalk on the northside of the Courthouse will be unavailable from Monday, April 7 until Friday, April 11.

Road and sidewalk closure dates are subject to change.






Progress Update - Mar. 21: 

Inlets and concrete pipes were installed on Prairie Lea and Church St. Sidewalks were poured and installed on the northside of San Antonio St, from Main to Church St, and from Commerce to Main St, as well as the southwest and northeast corners of Church St and Prairie Lea.

Asphalt pavement was poured on Walnut Street from Main St. to US 183. and on Commerce St. between Walnut St and San Antonio St. ADA pavers were installed at the intersections of San Antonio St and Main St and San Antonio St. at Commerce St.

Looking ahead at the next four weeks, crews will finish patching storm drain lines on Prairie Lea and will install water lines on this street. Asphalt pavement will be poured on the northside of San Antonio St, between 183 and Commerce and between Commerce and Main St, as well as the northeast corner of Church and Prairie Lea St. Sidewalks will be poured on the west, north, and east sides of the Caldwell County Courthouse. Parking will still be available for employees and visitors. Asphalt Pavement will be poured on Church St, between Prairie Lea and Market St.

Reconstruction work is scheduled to begin Monday, March 24 through Friday, March 28. As a result, drivers and pedestrians should be aware of the following temporary traffic changes:

·         San Antonio St. from Commerce to US 183 will turn into an eastbound one-way street.

·         Westbound traffic on this block (San Antonio, between Commerce and US 183) will be closed.

 

 

Progress Update: Crews have completed the installation of a storm sewer line on Prairie Lea and Commerce and continue working along Prairie Lea toward South Church. Sidewalks, curbs, and gutters were also installed at San Antonio and Church, as well as at the intersection of San Antonio and Commerce. Landscaping pavers have been placed on the northeast corner of San Antonio and Main. Paving and temporary striping have been completed on North Main between Walnut and San Antonio. 

Looking ahead to the next four weeks, crews plan to pour concrete on the northwest corners of Main at San Antonio and Commerce at San Antonio. Sidewalks will also be poured and installed along the north side of San Antonio to Main, north to Church, and at the northeast corner of Church and Prairie Lea. 

Additional paving will take place at the intersection of Walnut and Commerce, along Walnut from Commerce to U.S. 183, and on Commerce from Walnut to San Antonio. Utility crews will continue connecting remaining water services near Commerce and proceed with wastewater line installations in the alleys of Main and Commerce. 

 

 

Beginning the week of February 24, there will be temporary traffic closures downtown while construction takes place.

  • Prairie Lea, from S. Main to S. Church St. will be closed.
  • The north side of E. Prairie Lea, from S. Commerce to S. Main St., will be closed for approximately three days. The south side of E. Prairie Lea will remain open to traffic.         
  • The intersection of Prairie Lea and Main St. will be closed for approximately three days.         
  • Main St., from W. Walnut to W. San Antonio St., will be closed for approximately five days.         
  • The intersection of W. Walnut and S. Main will be closed for approximately five days.         
  • Parking on the corner of E. San Antonio and N. Commerce will be closed.       
  • The sidewalk on W. San Antonio, between N. Main and S. Church St, will be closed until March 14 as the contractor progresses eastward towards N. Main. There will still be access to businesses on San Antonio St.
  • The alleyway east of S. Main will be closed until March 12. Deliveries can still be made through the alleyway that comes out to N. Commerce.

Road and sidewalk closures are subject to change and the schedule is weather permitting.

 

Detours scheduled for Feb. 10: 

***Feb. 15 UPDATE: Paving work will not be able to resume Saturday, February 15 due to weather conditions affecting the road. The intersection of San Antonio and Church St. will remain closed through this weekend.

Paving work is expected to resume on the week of Feb. 17. We apologize for any inconvenience this may cause.

**Feb. 10 UPDATE: The intersection of San Antonio and Church St. will remain closed on Saturday, February 15 to allow crews to finish paving work. The rain earlier in the week caused a delay in work. The intersection is expected to reopen by Saturday.

The intersection of San Antonio and Church St. will be closed beginning Monday, February 10 to Saturday, February 15 (weather permitting) as crews work on road reconstruction. This will impact motorists traveling north and south on Church St, and motorists traveling east and west on San Antonio St.

Motorists traveling north are encouraged to detour on Blanco, through Church St, and go through N. Commerce to get to SH 142 again.

 

Motorists traveling south should go down Walnut St and turn on Blanco St to get to SH 142 again.

 

We ask you please pay attention to detour signs and exercise caution as you are driving through this area. Businesses surrounding the closed intersection (San Antonio and Church) will still be open.


 

Progress Update - Jan. 24: DeNucci has a total of five crews working around different areas of downtown to make quick progress. As of this week, crews have installed a storm sewer line on S. Commerce, near Prairie Lea as well as a wastewater line on Commerce and Main St. Sidewalk was poured along Main and Commerce St. More than 2,000 square yards of asphalt on Church St, and ADA paver and sidewalk strips were also installed.

Over the next four weeks, crews plan to pour curb and sidewalk on the southwest corner of Main and Walnut, W. Main (between Walnut and San Antonio St.), the northeast corner of San Antonio and Church St, and the northeast corner of San Antonio. Access to businesses along N Main St. and the jewelry store at the corner of Main and San Antonio will remain open.

 

A crew will continue to install water line on San Antonio St. near Main St. heading east toward Commerce St. Crews will also continue the storm drain installation at the intersection of Commerce and Prairie Lea.

Traffic impacts:       

  • Parking on San Antonio St, from 183 to Church St., will be closed intermittently.         
  • S. Main St. will permanently be a northbound one-way street.
  • Parking closures on the west side of N. Main St. will occur as crews work.
  • W. Walnut, between Main and Church St, will be closed.        
  • N. Commerce will permanently be a southbound one-way street.
  • Parking on the east side of N. Commerce, from Walnut to San Antonio St., will close intermittently.
  • The intersection of S. Commerce and Prairie Lea will be closed all day while crews work.         
  • The intersection of Church St. and W. Market will be closed while crews work, weather permitting. This intersection is expected to reopen within one day.
 


Progress Update - Jan. 10: Construction crews have reached their first milestone – work on the Downtown Revitalization Project is now 25% complete. Crews are now moving on to phase two of the project. DeNucci Constructors has also increased the number of crews from three to five (two utility crews, two concrete crews and one road crew.) The additional crews will be here over the next few weeks and will advance the overall projected timeline for project by as much as a few weeks.  

Over the past few weeks, constructors have installed storm sewer lines on the northside of San Antonio St. They have also poured more than 30 square yards of sidewalk along N Main St, as well as acid etch concrete sidewalks on part of N Commerce St. and part of N Main St.

Looking ahead to the next four weeks, crews will pour concrete for sidewalks and curbs along the east and west sides of N Main St, between Walnut and San Antonio St, as well as the southeast corner of Commerce/Walnut.

Crews are working with City staff to draw up a traffic control plan before installing a water line on San Antonio St, which will be the longest water line involved in this project.


Progress Update - Dec. 10:  Crews have installed ADA pavers and regular pavers along Main, Walnut, and Church Streets. Storm drain lines were also installed along N. Commerce, between E. San Antonio and E. Walnut. Crews have installed a new sidewalk, curbs, and gutters on the northwest corner of Walnut and Main, and the east side of Main St, as well as three trench drains. Concrete has been poured for sidewalks along Church St, between W. San Antonio and W. Walnut.

Looking ahead, crews will finish installing storm drain lines on N. Commerce and finish installing water and wastewater lines in the alley behind Loop and Lil’s. Crews will also continue installing curbs and sidewalks along the east side of Main St. from Walnut to San Antonio, as well as the installation of ADA pavers and regular pavers on completed corners. Contractors are anticipated to begin minor temporary street improvements at the intersection of Walnut and Church St to integrate the sidewalk with the street elevation. Crews will pause construction between December 20 and January 3, making businesses more accessible for pedestrian and vehicle traffic during the holidays.

 

Design Phase

After the City conducted two public open houses on the project, the City's consulting engineer and architects presented the downtown project's Final Conceptual Design report, along with their recommendations, in the April 19th and May 3rd City Council meetings. The report contained results from community input from both the downtown project's public open houses. On the May 3rd City Council meeting, Councilmembers approved the Final Conceptual Design Report, authorizing Staff to move forward with the design phase, favoring Option 1B. 

The design, which was drafted after additional community input and Council review, consists of two-way traffic around the Courthouse, one-way traffic on Commerce and Main Sts. in the blocks north and south of the Courthouse, all-way stops, additional parking spaces, preserves all median trees, curb bump-outs and pedestrian refuges. The plan does not include a plaza on the north side of W. San Antonio St./SH-142. On the June 21st meeting, City Council approved the Professional Service Agreement and Engineering Scope of Work Proposal with TRC Engineers, Inc. to proceed with the Downtown Revitalization Project's design phase. This segment of the project runs from June 2022- July 2023.


In the September 19, 2023 Council meeting, Councilmembers accepted the 100% Design Phase Report of the Downtown Revitalization Project as presented by the City Engineer, which included an updated cost estimate, project schedule, additional drainage improvements, irrigation, pedestrian amenities, parking, curb, and landscaping layouts, along with a look at materials to be used for paving and vegetation. Upon the completion of the Design Phase, the Downtown Revitalization Project entered the permitting phase.
